When does a fine become “excessive” under the 8th amendment?

$1000 for peeling paint on your license plate? Really?

Typical propaganda. The plates peel because they have sprayed chemicals on them to defeat the cameras in HOV lanes and red light enforcement. The California Vehicle Code section for a lost or damaged plate is a fix-it ticket.

I too find that odd, especially considering that the plate is technically State property!
