No, I don’t think so. It may cause a nutcase or two to go off as they sometimes do.
This sleeper idea doesn’t sound like a good strategy to me. The longer a bad guy hangs around the more chance he gets noticed, watched and his “group” could get infiltrated. If they aren’t attacking, they are meeting and training, which can draw “attention”.
Hanging around for years instead of acting doesn’t ring true to me, but I’m no expert.

If it didn’t happen after 9/11 and the ‘War on Terror’ then I doubt it does now. It would only unite the divided US against them and get Trump reelected easier. These are things they do not desire.

Unless they’ve got a nuke (a la Sum of All Fears), Iran is going to pay a brutal price for any attacks they carry out in the US.
We have a shit ton of missiles and they have critical infrastructure that we can and will decimate, and they will never recover. Israel has dozens of agents inside to guide us - a huge advantage.
