Some incompetent millennial will probably answer the phone and believe that they actually do have Black Faced Rats up there. But after the first couple dozen calls with the same question and they get overwhelmed, they will call a super to find out what the hell is going on. This is when it will get their attention and make a point they cannot ignore... :)
Once they realize with real contacts that this is actually a national issue and that it will not just be Virginians they have to deal with, they will indeed think twice about this move very dangerous move.
