Yes, that woman was a security risk. But so is every person within 10 feet of the pope. So I dont buy the old security risk excuse.
As you noted, the woman just wanted to touch the pope for a second. Just like a movie fan would want to push forward to get a movie stars autograph. All of that goes with the territory.
Security must be ever-vigilant. But if you dont want fans to crowd you, dont be a movie star, or a pope. Go work as a forest ranger instead.

She did not try to “hold his hand for a second.” She grabbed him and yanked him over which is not very safe for someone over 80’s shoulder.
His reaction of disapproval would have been better to tell her to let go.
But she wasn’t letting go either. She was very worked up.
