Anyone here know enough about these kinds of “glitches” to know technically if it sound kosher or not?
It doesn’t sound Kosher in a Common Sense way.
Just wondering about the tech aspect.
It’s like when my mom brings her car for inspection and the brakes don’t fail but “should be replaced”.
And then I look at them and see that they’re perfectly fine.

It does not sound "kosher".
It has the appearance of a vindictive Leftist programmer making "small" changes to the Twitter censorship algorithms, which changes were intended to limit the distribution of tweets from President Trump without drawing a lot of notice.
It is very hard to test such changes on a live production system. They frequently have unintended side-effects - like affecting too many people to avoid attention.
Yes, I have been a Software Engineer. I have made "just a few minor changes" to live production systems which affected a lot of other systems that I did not intended to touch. It has made me very cautious. Twitter Engineers lack caution and tend to overrate their abilities.
This latest episode from Twitter seems like a classic industry story. An old favorite, really. "Oops".
I have a Twitter account which is set to follow President Trump. That account never gets any tweets or retweets from the President. I am certain from this observation that the President is actively shadow-banned by Twitter.
I would suppose that this is tacitly endorsed by the executive management, as long as they don't get caught.
"Lie and Deny" is the response when they do get caught. Remember when the Twitter account of President Trump was "accidently" deleted?
The Software industry tends to advance team leads, managers, and executives with a totalitarian mindset, who camouflage themselves in the latest "progressive" and "social justice" rhetoric. They cannot be trusted any more than journalists or politicians.

I'm UberTechnical and without looking at the logs and the source code, there'd be no way to know.
However, one of the skills I have developed over the decades, is that I have an innate 'feel' for code.... an intuitive sense. I have amazed coworkers by pointing to a line and stating, "I don't know why this is wrong. I can't explain it. But it IS wrong."
Hours later, the coworker will instant-message me, telling me I was right.... that the particular line I pointed to, was the problem.
Based on this 'code intuition', there is a definite set of code in place meant to screw with the President.
