Realistically, they wouldn’t obey an unconstitutional law, because they live there and eventually have to come home to their families. The USSR would never send in locals to do dirty work for this reason.
Very true...likewise, Saddam Hussein used Palestinians to do his dirty work, and the Chinese Communists used minority elements of the PLA (as opposed to Han Chinese) at Tiananmen Square.
