The FBI should review the performance of all employees who had responsibility for the preparation, Woods review, or approval of the FISA applications, as well as the managers, supervisors, and senior officials in the chain of command of the Carter Page investigation, for any action deemed appropriate.

Somehow I was misled. I thought that was the job they gave to Horowitz. If not then it should be the Attorney General deciding on the appropriate action.

The IG was supposed to find out what happened, and what if anything went wrong with the processes. The IG does not make the personnel, or the prosecution, decisions.
