Having witnessed purchases of food items I couldnt afford by those on a government program I dont know that I can criticize any attempt to get things under control. There are a lot of programs, some do more good than others.

I've actually been there. Got on food stamps (briefly) to slow my cash burn when my crooked former company fired me in order to steal my accumulated vacation and sick time. They also decided to contest my unemployment filing when I told them off. Eventually, I beat them and got the unemployment, but the food stamp money was welcome to slow the burn of my savings until the case was decided in my favor.
Without going into details, let's just say that we found out how the food stamp crowd was able to afford stuff we couldn't normally buy for ourselves when I was working.

Most programs have good intent but no over site and enforcement. Inner city bodegas are fencing ops for food stamps. Stamps are bartered for cash and drugs
