Sadly, the only thing that congress is required to do, is pass spending bills that fund the various government agencies. They can't even pass a single regular funding bill. Trump should be all over this.

You’re correct. I think he wants to be more vocal about their lack of progress doing their jobs. According to several DC sources, there are behind the scenes negotiations taking place as we speak, and Trump is a master negotiator. He probably doesn’t want to poison the well so much that the Democrats won’t even send him any spending bills. But if they try and remove his ability to use DoD funds for the wall, I would expect the President to let them have it with both barrels.
