Whoever he appoints will have to run in the special election next year. If I understand correctly, there will be multiple candidates, GOP and Democrat, with no primary before as one might expect.
Apparently there is a concern that a bunch of well-funded GOP might run against a single democrat, thus causing a split that might allow a democrat to win.
This sounds unusual and hard to believe. I got it from this article in the Atlanta Journal-Constituion.

Not only will Kemp's appointee have to run in 2020 for the remainder of Isakson's term, but then again in 2022 for re-election to a full 6-year term of her own. Loeffler can afford to self-fund two campaigns in two years.
I think that unless the top candidate passes 50% the top two will run-off.
On the whole, this feature found in several Southern states is a good thing.
