No undercover F.B.I. agents or informants.

Is there a particular, law-enforcement-or-F.B.I. specific usage of those terms, and so anyone put within the campaign doesn't fit those definitions?

OR, did the F.B.I. only facilitate someone ELSE putting in informants or agents (Ciamarella, Vindman)?

Or, did the F.B.I. just reach out to known never-Trumpers, but didn't place them?

The F.B.I. gave Mr. Horowitz’s team extraordinary access to its informant database, and his investigators examined other F.B.I. informants with possible ties to the Trump campaign.

In each case, they found that the F.B.I. had not deployed those people to gather information on the Trump campaign itself, the people said.

It is also possible that the F.B.I. received unsolicited material from inside the Trump campaign; outsiders often submit potential evidence to the bureau that agents did not seek. But it is not clear whether Mr. Horowitz uncovered any such instances.

no evidence that the F.B.I. attempted to place undercover agents or informants inside Donald J. Trump’s campaign in 2016
Aside from the fact that this is the NYT, I don't believe we have seen any evidence of the FBI attempting to place anyone inside the Trump campaigne have we? Apparently there were operatives placed inside the Trump WH, but I can't think of anyone uncovered in the campaign.

They have had a joyful time destroying most of DJT's campaign staff... probably didn't think they needed to plant anyone in a campaign they were sure would fail.

I specifically recall a certain Russian female, who could not even enter the U.S., not only suddenly being given access, but being brought into the U.S., and escorted to the Trump Tower, by the FBI, so she could get a certain meeting with anyone with the last name of Trump, for the express purpose of setting up Team Trump for “deep state” justification of an further attempts to frame and eliminate them.

As well, on the way to Trump Tower, and after leaving Trump Tower, she was briefed and debriefed by what has been reported as FBI agents.

Additionally, multiple agencies were involved and working together in all of this.

If it was not the FBI specifically in charge, then was it CIA taking administrative point, and FBI simply providing logistical support...?

Even in this, there would be many legal and regulatory violations, and it would require top of the food chain intervention!

Regardless of his jurisdiction and IG investigatory boundaries, if Horowitz is found to have been collecting and burrying, or attempting for left wing political purposes, to hide or mitigate damning evidence for any part of the myriad of guilty conspirators in an actual planned coup, in a just world, that arrogant smirk of his would need to suffer the same judgement as anyone found guilty of treason against the United States.

C_A put them in there for multi use by fibbers ( and 17 other intelligence agencies)

This is obviously why Halper was paid by DOD. Deniability for patently illegal activities by the FBI and CIA.

The time to investigate this was in 2017 when evidence of FBI spying could have been easily seized. Now the coupists have had 3 years to destroy evidence and construction CYA stories. It appears Horowitz has spent the bulk of his the time covering up for the FBI. No surprise.
