My theory: Trump, unlike any other Presidential candidate since Eisenhower was not a life-long politician. He didn’t have 100s of followers or even lots of politicians he trusted who had lots of followers. So he wasn’t able to replace political appointments like ambassadors/US attorneys en mass like others before him.

My guess is she was not a political appointed one. Probably a career employee of the diplomatic corpse (in Obama language). She could have been reassigned though but I guess that escaped Tillerson’s grasp.
