The only way to REALLY turn around black neighborhoods is to cut off ALL welfare.
I know it sounds cruel.
But maybe mommies with cross their legs when they realize the govt ain’t gonna be the baby daddy anymore.

No it doesn’t. It’s what needs to be done nationwide.
Perhaps, if it is the single feature of the solution.
This may sound crazy if not equally cruel:
The problem seen by many is the taxpayer's direct and deliberate funding of the growth in our society of non-contributing citizens.
Now here is an example of "tough love":
How do we reverse the results of such irresponsible funding and instead provide an environment wherein citizens can take pride in their accomplishments?
Such a solution could include to name a few:
- gradually reducing the amount of welfare benefits one would be entitled to if they refused job training or a job;
- loss of voting privileges if on welfare for more than x periods; - etc.
