Are not foreign governments answerable for permitting corrupt dealings with American politicians?

Exactly. Running for president isn’t a “get out of jail free” card.

So what if there was quid-pro-quo: suppose *any* President /had/ required an investigation as a pre-condition before we sent any funds - how is that not within any President’s prerogative to do?
