In fact in 1970s Brezhnev was so tired with constant demands to open up for emigration that as he finally agreed the Soviets encouraged the dregs of society to move to US in the first place. Career criminals, insane, ‘social parasites’, liberal ‘dissidents’ and all such people were literally deported to US by planeloads.

As for decent people the barriers were enormous. If one had a degree and applied for emigration the authorities charged the person for ‘the abuse of free education’ an equivalent of 5 years income.
