They've attacked innocent people before, sometimes people just act and they don't think.
The guy pictured below that they beat is a Japanese tourist - they thought he was mainland Chinese.
It would have helped in this case if the group had beat the tar out of the guy who set the victim on fire or if they are working to turn him in.
