Certainly, the wearing of his uniform was a calculated move by his coup d’etat minders to lead some credence to his testimony which was unremarkable otherwise. It is customary for officers who work in the White House to wear mufti (civilian clothes) excepting the Aides de Camp, so this was clearly a stunt, but was authorized.
