More likely they are trading it for heroin. It's easy to resell and many jurisdictions won't prosecute theft of baby formula or other "essemtials".
I guess — I wouldn’t know. I just noticed it and happened to ask why they lock it up and they said it was something about mixing with heroin. Said there is actually a street value for the baby formula. Sick.
Nope. It has the same basic physical properties as heroin and goes into solution easily. Thus people "cut" or dilute heroin with it, just like people "water" cattle to make them gain weight before taking them to the stockyards.
