One doesn't have to be a lawyer to understand this. Every whistleblower knows they are not guaranteed anonymity. They know they are only guaranteed protection from retaliation while the investigation is ongoing. If the whistleblower is shown to be truthful, the protections are continued. If the whistleblower is shown to be untruthful, the protections are withdrawn.
The whistleblower is guaranteed no reprisals, not anonymity.

No one on the left is conflating anything, making erroneous assumptions, or otherwise violating basic journalistic standards. Rather, they are enemy agents intentionally using their controlled media assets to spread dissent, encourage violence and otherwise utilize a wide range of propaganda tools & techniques to achieve their desired end(s).
It's as simple as the propaganda put out by Germany & Japan during WWII. Whistleblower rules were established to allow a government worker to expose fraud, corruption and financial chicanery without losing their jobs. It was never intended to give them a mask of anonymity or invisibility.
