This guy doesn’t meet the definition of a whistleblower, as a WB must have FIRST-HAND knowledge of the details.
Also, I believe the law regarding a WB is to prevent retaliation by his employer, such as demotion or firing. The law doesn’t prevent revealing the identity of the WB.
