Protection rackets require the murder of innocent small business people both to establish, and to maintain. That is a constant no matter who is running them. Both the Italians and the Irish ran prostitution rackets, and never has there been enough voluntary participation to meet the demand. By the way. Syphilis was incurable, and gonorrhea only somtimes curable. Even if prostitutes weren’t eventually murdered for trying to escape the business (which tended to give other prostitutes ideas) they often died from those diseases. or stroke. Or crappy forced abortions.
