Evidently, if you do not have a bill of rights it is common in many countries. The British did this here before the American Revolution.
The Third Amendment to the USA Constitution states, “No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.”
