Yep, we will see this type if disintermediation, people moving from high tax states with huge budgets to low tax states with smaller budgets. One can easily predict what will happen. The high tax states will find themselves in a vicious cycle and will go broke and collapse pending taxpayer bailouts - more redistribution of wealth.
