Much of these areas were probably that great deal less inhabited in a year like 1980, let alone 1970 or 1960 due to the ever increasing population growth and urban sprawl in Los Angeles and elsewhere in that state.

Very true comment. Wildfires are part of the ecology of southern CA. Many trees will only sprout when there are wildfires. These trees and surrounding vegetation help prevent soil erosion. Come February there is real chance many of these properties will start falling down the hillside.
