The report didn’t say they couldn’t exonerate her like Mueller did to Trump, so technically she must have been exonerated.
They seem to have forgotten the 7/5/16 Comey press conference where he enumerated Hillary’s violations (and what should have been charges).

All of these IG reports are parroting the James Comey decision that there was no intent to break the law which has been widely criticized as not the correct standard for conviction under the appropriate secrecy law(s).
