It's not futility if it advances the idea that the Democrats are hiding something that a fair impeachment inquiry would disclose.

Only Republicans would decline to do something because it appears futile.

One would think the idea of a secret impeachment would be a futile effort, but it didn't stop the Democrats from trying it.

In fact, the Democrats were betting that the Republicans wouldn't be as bold as to try to stop it.
