If Trump can make the VA something approaching a fire-at-will agency, why can’t he do the same with the State Dept.?

Good question. I know he's changed many things at the VA including vets' choice of non-governmental facilities...but I haven't heard of many mass firings at the veterans hospitals.

The administrative staffs at the vets hospitals were probably told to shape up, follow the new Trump regulations or it's sayonara, and they are complying.

That's my guess. VA culture is a little different than State.
