It's just the liberals trying to use "less threatening" language than Beto uses when he talks about swat teams storming your house to take your guns.

For a time, the Left used the phrase "gun safety" laws instead of gun control for the same reason. It sounds "nicer". I mean, who could be against gun safety?

Federal law so it'd have to be federal law enforcement. Local police cannot be compelled to enforce federal law.
