It doesn't work that way because a resolution is not a bill. You don't take the house resolution, amend it and sent it back to the house for reconsideration. You pass your own resolution, pure and simple.

After all, it's a pointless symbolic gesture, you know, like pouring gasoline all over yourself and setting fire.
