what eyeamok says is defensible - in a manner of speaking (AT LEAST) it is an appropriate way to say either that she was drunk, or that “she was as distracted as if she had been drunk”.

Only if one is weak and allows themselves to be distracted. When you and or your kids lives are on the line, you do not allow yourself to be distracted. End of story. If ya pull away from a stop sign and fail to yield to on-coming traffic, you are legally at fault and often dead wrong.
If one cannot stop themselves from being distracted while behind the wheel, they should not be driving and endangering everyone on the road. End of story and end of debate.
