I think the "obvious" is really an admission of strong bias by Zucker and CNN. If they were playing it straight they'd be able to take a little insider criticism in stride. I think this is an unforced error. I hope others see it the same way.

Broadcast licenses are only issued for entities that broadcast over the public airwaves. They aren't issued for cable entities.

CNN neither has nor requires an FCC broadcast license.
