House Appropriations Chairwoman Nita Lowey, whose panel controls federal discretionary spending, announced Thursday that she will retire after the 2020 election...

The district includes the New York City suburbs White Plains and Chappaqua and has been solidly Democratic.

Some speculation that Chelsea Clinton might need a no-work job like this.

It might be useful for the Clinton Crime Family to have that seat in their pocket.

I’ve never in my life donated to a Democrat politician’s campaign BUT if Chelsea runs, I’ll be very tempted to drop some cash on her leading primary opponent(s). It’d be a waste of time to wait for the general election to try to defeat her, as it’s a safe Dem seat.

In other words, Chels can’t get elected on her own merit so Nita will win it for her, then retire and have Chels appointed to take over her seat

Good question. I thought seats were vacant until a special election. Senate seats are a little different and could vary by state.

You can NOT be appointed to a House Seat. You MUST be elected to be a member of the House.
