The IG just makes criminal referrals, a US Attorney has to get indictments.
Under DoJ regulations, the IG must make criminal referrals when credible evidence of a crime comes to light - and not withhold such referrals until their investigation or report is complete. So any criminal referrals were likely made months ago.
Since the AG knows what is coming in the report, he has no doubt been preparing for it’s public release.

Thanks, so it is possible indictments could come before or after the report. Once an indictment comes down, must it be acted on or made public immediately or can it be held while further investigation or ‘flipping’ takes place? More importantly, is this following of process getting us to the end goal of arresting criminals or just using the system to obfuscate the crime?
