Nevils should have immediately called the police on Lauer and raised Hell about him all over town. By not doing do, she became an enabler of men like him.
They were in Russia at the time and the police were probably focused on keeping the Olympics free of terrorists so one young girl crying "rape" probably wouldn't have raised many eyebrows.
BTW, major sporting events attract the rich and famous. The rich and famous are almost always allowed to indulge in whatever hedonistic pleasures they desire, including child rape, because the host city/country wants to be sure the rich and famous are invited back to spend more money.
