Historically, congressional "oversight" has been a running gag and a joke in DC. Congress has always been at best a leaking sieve and has never been trusted by the Executive Branch with vital national security information.
For years Congress has been targeted by America's enemies for spying because our enemies have known for years just how loose-lipped and vulnerable to payoff and blackmail and self-aggrandizement its frequently stupid and foolish members are.
Actual "oversight" of Executive Branch agencies rests with the Cabinet and ultimately with the President.
Don't know how old you are, but your post doesn't sound as though you know the disgraceful history behind our worthless, seditious, and sometimes treasonous "people's house".
