Democrats have won this seat in the fairly recent past, and the NY GOP is a complete joke.

This district has been gerrymandered so much over the last decades as upstate and Western NY in particular, as lost population. For 12 years it was Democrat only because it held most of the city of Buffalo, giving Brian Higgins, a careerist, effete Democrat the seat. It will be re-designed again in 2020, and with Democrats controlling everything in NY, you are correct that nothing is to be assumed.
