Can anyone explain to me the correlation between sun spot numbers and resulting Earth temperatures.

Solar energy output doesn't vary much with and without sunspots. People who claim it will get colder based on that alone are not correct IMO. But the frequency spectrum of the sun changes a lot. Without sunspots there is a lot less high energy UV. With sunspots there is more high energy UV (ultraviolet).

One consequence of lots of sunspots (high solar activity and high energy UV) is depletion of the stratospheric ozone layer. In the 20th century we had the highest solar activity (and high energy UV) in centuries. That high energy UV destroys ozone. Low energy UV creates ozone. Thus the ozone layer is currently recovering.

A second consequence of high solar activity is less blocking and less cosmic ray flux. That means calmer weather and fewer clouds. That generally causes warming, but the amount is debatable.

Currently we have low solar activity and should expect more blocking and more storminess. Also the lack of solar UV lets more galactic cosmic rays hit the earth and create more low clouds. The consequences are somewhat undetermined, but I would not bank on a lot of cooling.

NASA has already confirmed that the temperature in the troposphere, the highest reaches of the atmosphere is falling.

You don't have to listen to NASA. http://images.remss.com/msu/msu_time_series.html There's a drop in temperature from the last solar minimum 2008-2010. It's not easy to pick out because there was an El Nino in 2010. It would have been a super El Nino except that solar was low (solar heats the ocean). In 2016 we had the super El Nino coinciding with the solar maximum. We had recent El Nino as well (more than La Nina).

The next shoe to drop is probably a strong La Nina and a lot of global cooling. We will probably still have hot and dry summers in the US since those go along with the La Nina pattern in the Pacific. Any strong cooling will be temporary and we'll move on to the next phase of global weather. Of course a super volcano will change everything.
