I suspect that Judicial Watch is on this. Their process, of necessity, starts with Freedom of Information Act (FOIA) requests. After their FOIA requests are inevitably denied or not completely complied with by the Deep State FOIA staffs, Judicial Watch then needs to file suit before compliance is eventually achieved.
