Hers was probably on a hiatus. Inactive. You don’t have to do the CLE requirements in many, if not all, states.

At her age she could retire it.

Nope, she was suspended due to failure to to comply with CLE requirements. I performed the search for this right before the 2015 Primary season and it said “suspended”. Miraculously the information became unavailable during the election.

For Arkansas licensed attorneys that live in another jurisdiction but are not licensed there, they are required to file a form each October confirming that they are not licensed in the other jurisdiction and thus not subject to CLE. If the Arkansas licensed attorney resides in another jurisdiction and is licensed in said jurisdiction, they must comply with that jurisdiction’s CLE requirements and certify that by the end of each October.

Either Hillary didn’t file her certification forms timely or she didn’t do the required CLE. That it was covered up in the last election is a little tidbit I like to tell people.
