All she is doing is an “inquiry” in which a later vote must then be used to institute the formal impeachment process, based on that inquiry’s “finding”.
I think when Trump releases the transcript of the “offending” Conversation with official from Ukraine, it will be clearer just how much meat is actually on the impeachment bone or not.
However, there is no Constitutional definition of “High Crimes and Misdemeanors” nor is there any Constitutional definition of “abuse of power” by a President when an action, any action, by a President is not proscribed by law or the Constitution.
So, what a Congress says is “abuse of power” can be merely a political opinion, and even a political opinion on a political matter, without anyone having to quote paragraph and verse from either the Constitution or the law.
They can say the president doing X is an “abuse of power” and saying so can be nothing more than their political opinion.
In the end all Pelosi can do is keep the House tied up for the next year in an “impeachment” mess, while she’ll never get the Senate to go along with an impeachment claim coming out of the House, and she knows it.
And the 'Rat clown show will use that in their election campaign.
