The House can impeach the President for anything it wants to, real or imagined. "High crimes and misdemeanors" has no definition, therefore it means whatever the leadership of the House wants it to mean. Articles of impeachment are passed by simple majority vote of members of the HOR present and voting.

If Nazi Pelosi wants to impeach the President, she can. For whatever reason.

The only real question is whether or not there are enough Members of Congress dumb enough (or insane enough) to go along with her.
