please define what you mean by ‘civil war’ in our modern age...it’s highly unlikely that a bloc of states will vote to secede from the Union and be able to muster a military with which to conduct armed conflict...

I’ll pipe in my two cents. I think a civil war won’t look like like our last one with states aligning, mostly because the states had similar cultures then due to how they were created. Pennsylvania = Quaker refuge, etc. The next civil war will be areas within states. Metro verses rural. Some areas will be restored more quickly like Texas and the purge of Austin. Pennsylvania would take longer to purge Philly and the suburbs. The rural areas would have to get the military to either stay out or join them. I would prefer the military to stay out. The rural areas would take over transportation. Food, basic services. electric grids could be a problem as the cities would control that. Power plants are basically local. Gasoline is i think mostly Texas now but they refineries would need to be captured. Ports are city but ... it is interesting to ponder. and the organization would not be state related as all governments would be aligned commie. The state national guards would have to be turned as the state fascist governments would most likely try to stop any constitutional organization. There would have to be committees of correspondence created for organization more like the revolutionary war.
