On the negative side is the list of nations signing the document, and that list expresses a negative condition due to the absence on the list of most of the “western” nations, including all of “western Europe” and a majority of Latin America.

One also has to wonder if it is morality or foreign policy instincts that was the deciding factor for the Middle East Muslim nations that signed the document - with arm twisting from the U.S? maybe.
