Its got multiple uses. It baits the media to embarrass themselves with a fake story. It baits opposition politicians to again appear they are persecuting Trump and also look stupid when it goes nowhere. To pursue Trump, it makes the MSM cover Biden/Ukraine. Left-wing voters who are also anti-Biden will be encouraged and follow this story.
