A New York judge earlier this month recommended a landlord pay $17,000 in fines for threatening to call immigration authorities on an undocumented tenant.
This is the first case related to housing where threatening to call Immigration and Customs Enforcement (ICE) to harass or intimidate a tenant has been found to be a violation of law, according to a spokesperson for the New York City Commission on Human Rights.
Holly Ondaan, the tenant and an undocumented immigrant at the time the case was filed, testified in court that she became "an emotional wreck" when her former landlord, Dianna Lysius, threatened to call ICE and sent demeaning texts because she was unable to pay rent.

Even though this judge was stupid, this should serve as a lesson. If you’re going to do something don’t tell your opponent, just do it.

Unless it involves an illegal alien or a muslim or a crossdresser or........
NEVER threaten! Instead of, “If you don’t pay your rent, I’ll call ICE on you.”, or something like that, she should have just made the call, ‘let her fingers do the walking’. Sure, she would have lost some rent, but she would not be out $17k plus legal fees. Theatening someone is the surest way to get sued.
Spooner is an administrative law judge, essentially a bureaucrat/lawyer. This should certainly be appealed.
Unless it's about illegal immigrants in NYC or gang bangers in Chicago.
The landlord is an idiot. It is abuse of process. If the person is illegal, then report them. But you cannot use the threat of reporting them to extort money. If you need to collect rent, or evict the tenant then you have to go through legal process to do this. Every landlord knows this and knows that self-help eviction or rent collection is a huge offence anywhere in the US.
