A series of Trump Administration immigration rule changes have effectively sealed the border to the vast majority of asylum seekers, leaving tens of thousands of migrants in limbo, and shifting responsibility for U.S. immigration policy to the Mexican government and dozens of Mexican shelters.That's a shame.

The USA is not in any way responsible for these people.
No one on this side of the border made them come here and no one on this side of the border made their decisions for them.
If there is blame it belongs to Obama for not making sure immigration laws were enforced and followed.
If a dam breaks when you are president and you do nothing to fix it or stop the flow of water you do not get to blame the next president for the mess when he fixes the dam.
