Send the military, place a zone curfew on residents in high crime areas.
find the busiest intersection in that area of town and hang the lot of them from the stoplights and let their dead asses hang there for the next week.
The city of Chicago tried to buy the Black P Stones (Rangers) off with money in the late 1960’s/early 70’s. My first major professional reporting job was to cover the Sen. Permanent Investigating Committee’s hearings on Riots, Protests, etc. that were taking place all over America (a 25+ volumes printed set of the hearings - In my basement - including the SDS (with leadership charts and the Black Panther Party with leadership charts).
