China has always taken ‘hostages’ if it will do something for them. They often institute an exit ban on a person in hopes that pressure will be put on a government or family members who are outside of China.

You never know if you have an exit ban until you try to leave the country. It’s one of the many reasons why those who work in Hong Kong try not to go to China at this time.
