Actually, I can see that a state can regulate emissions for its own state. Automobiles and other vehicles are not constitutionally protected.

Except, what happens when you drive from one state to another? Does that mean your car will be forbidden in certain states, or that you risk a traffic stop once you cross the border.
True, the Constitution doesn't mention cars, but practicality dictates that emission regulation be something done strictly at the federal level.

So if a state like Mass or Cali set standards impossible to meet thereby resulting in zero allowed products you can honestly say you didn’t expect that type legislation to impose a Green Deal on their own. Of course I am playing devil’s advocate here but you now realize what the stakes are.
