Use federal land in California, put them to work cleaning up national parks and other federal areas. Build housing for them so they can be close to their jobs.

In Chino CA there is vacant prison with 1200 rooms, kitchens. recreation fields, pool, gym, shops which could be used for job training, a medical clinic, and chapels.
